All streets or alleys which:
A. Have been dedicated as such in any maps, general or official, of the city or of any part thereof, or of any addition thereto or subdivision of any part thereof, either before or after the incorporation thereof, or that may hereafter be so dedicated;
B. Have been donated to the public as such in the city;
C. Belong to Coleman County and are in the city limits at the time of the incorporation of the same;
D. Are designated as such on the official map of the city; and
E. Have been or are now in use by the public as such are hereby declared public streets and alleys of the city. (1988 Code § 7-1-1)
