This title does not and is not intended to embrace all traffic laws in force or to be in force for the city, but all laws of the state of Texas now in force and all future enactments of the legislature that may hereafter become law over which the municipal court of the city has jurisdiction are made a part of this title the same as though they were fully written herein, and are hereby declared to be in full force and effect for all intents and purposes.
