Protests to the bidding process shall be submitted to the chief administrative officer in writing within five business days. The chief administrative officer will respond to the protest within five business days of receiving the complaint. The Chief Administrative Officer’s decision may be appealed to the Administrative Law Judge in writing within ten business days. The Administrative Law Judge shall review and hear the bid protest pursuant to Chapter 11 of this code.
