(A) The Purchasing Agent, head of a purchasing agency or designee may utilize alternative procurement methods (i.e., auctions, repossession sales, negotiation based upon industry indexes) to purchase items such as the following when determined to be more practicable or advantageous to the county.
(B) Documentation of the alternative procurement method utilized shall be part of the contract file.
