The County Surveyor is hereby designated as the agency for checking all final subdivision maps and record of survey maps as to their compliance with the Subdivision Map Act of the state and the provisions of this chapter. Such checking shall be completed prior to the submission of each such map to the Council for final approval. Adequate, permanent survey monuments, located and established to the satisfaction of the County Surveyor, shall be shown on each such map.
