Within ten days after the expiration of the time for filing protests or, if such time shall be extended by the Council, then within such time as may be fixed by the Council, it shall be the duty of each owner of real property fronting on a street affected by proceedings taken pursuant to the provisions of this chapter to commence in good faith the work of making the connections required and to diligently prosecute such work to completion.
