(a) If the vacant commercial or industrial building is to be returned to lawful occupancy or use, the Development Plan shall be approved by the Fire Chief, Chief Development Official, and the City Building Official. The Development Plan shall include a rehabilitation time frame for the building and property. The rehabilitation time frame shall not exceed the period of time set forth in the approved Development Plan. The Fire Chief, with technical assistance from the Chief Development Official and the City Building Official, may grant an extension of the time upon receipt of a written statement from the owner detailing the reasons for the extension. All applicable laws shall be compiled with and all required permits shall be obtained. The building shall be kept secured and in compliance with the vacant Building Maintenance Standards as provided in Section 1505.08 of the chapter at all times during rehabilitation.
(b) Application for a Development Plan shall be made on forms provided by the Fire Chief and verified by the owner or person in control of the vacant commercial or industrial building and shall contain, at a minimum, the following:
(1) The name, address and telephone number of the owner or person in control;
(2) The name, address and telephone number of the authorized agent, if required;
(3) The names, addresses and telephone numbers of all known lien holders and property;
(4) The address of the vacant commercial or industrial building and the permanent parcel tax identification number of the land on which the vacant commercial or industrial building is located;
(5) The reason for the vacancy and the estimated length of time the building is expected to remain vacant;
