1371.99 VIOLATIONS; ENFORCEMENT PROCEDURES.
   (a)    The Building Official is empowered to inspect, examine, and to order in writing the remedying of any condition found to exist in violation of this chapter. The order shall be served upon the owner of the mobile home park or the owner or tenant of the mobile home, or posted upon the premises.
   (b)    Any person who violates any provision of this chapter for which another penalty is not provided, and for a period of 2 weeks or longer fails to comply with the order of the Building Official to remedy the violation, shall be fined not to exceed $200.00, or imprisoned not more than 30 days, or both. Each day the violation continues shall constitute a separate offense and shall be punishable as such.
   (c)    In addition to any other remedy, the City or the owner of any contiguous or neighboring property who would be especially damaged by a violation of this chapter may institute and maintain a suit for injunction to terminate a violation or prevent a threatened violation of this chapter or any of its provisions as a public nuisance.
   (d)    Whoever violates the terms and provisions of Sections 1371.15 through 1371.18 shall be fined not less than $10.00, nor more than $100.00, or imprisoned for not less than 10 nor more than 90 days, or both. No person shall be imprisoned under this section for the first offense and the prosecution shall always be as for a first offense, unless the affidavit upon which the prosecution is instituted contains the allegation that the offense is a second or repeated offense.
