(a) All sewer or water service connections to a mobile home, or to serve a new mobile home, from the lateral sewer or water main to the site of the mobile home, shall comply with the regulations governing the installation, operation, and maintenance of the same to a residence, unless the regulation is clearly inapplicable.
(b) When a mobile home is connected to a sewer or water service connection, the mobile home and mobile home site shall be inspected to insure that:
(1) The sanitary facilities are properly vented to prevent siphonage.
(2) The water supply has adequate devices to prevent backflow.
(3) The fixtures are in good repair, properly anchored, and the traps connected thereto are properly installed and placed.
(4) The water sanitary lines are adequately protected from freezing.
