(a) Permit Required. A permit shall be obtained before beginning construction, renovation, alteration or repairs, other than ordinary repairs, using application forms furnished by the Building Official.
Ordinary repairs are nonstructural repairs and do not include addition to, alteration of or replacement or relocation of water supply, sewer drainage, drain leader, gas, soil, waste, vent or similar piping, electrical wiring, or mechanical or other work for which a permit is required by the Building Official.
(b) Permit Fees. Permit fees shall be established by the City Commission as is currently provided in Section 1305.02.
(c) Expiration. Every permit issued by the Building Official under the provisions of this Code shall expire by limitation and become null and void if the building or work authorized by such permit is not commenced within six months from the issue date of the permit, or if the building or work authorized by such permit is suspended or abandoned at any time after the work is commenced or if the permittee fails to continue construction with due diligence for a period of six months. Before work can be resumed, a new permit shall be obtained to do so, and the fee therefor shall be one-half the amount required for a new permit for such work, provided no changes have been made in the original plans and specifications for such work; and provided further that such suspensions or abandonments have not exceeded six months.
A permittee holding an unexpired permit may apply for a one-time extension of six months, provided he can show good and satisfactory reasons, and reasons beyond his control that the work cannot be commenced within the six-month period from the issue date. In order to renew work on a permit after it has expired, the permittee shall pay a new full permit fee.
