(a) A journeyman plumber's license shall be granted only to persons who:
(1) Have had at least 4 years experience as a plumber apprentice; or the equivalent thereof in training or education.
(2) Apply for the license in writing upon the form provided by the City and issued by the administrative authority, stating his education, experience, employers, and period for employment with each employer insofar as this is pertinent to the application.
(3) If the application is approved by the Board of Examiners, the applicant shall be given a written examination prescribed by the Board dealing with the ordinances, codes, and the theoretical and technical knowledge necessary to make plumbing installations in conformity therewith. A grade of 70% shall be required for passing.
(4) If the application is successful in meeting all requirements, a license shall be issued by the administrative authority upon payment of the required fee.
(5) A rejected applicant shall be entitled after 90 days to reapply for examination.
(b) An apprentice plumber's license shall be granted only to persons who, for not more than 4 years:
(1) Are undergoing an apprenticeship or course of training for the purpose of learning the trade or occupation of plumbing.
(2) Register with the Board of Examiners on forms supplied, and state their name and address, together with the name and address of their employer, and give notice to the administrative authority within 5 days of any change of address or employer.
(3) Have been issued a card by the administrative authority with "Apprentice" plainly set forth in imposing type, with their name, name of their employer, the date of issue, and the number of years worked as an apprentice.
(4) Pay a registration fee as established by the Director of Engineering Services and approved by City Commission for each calendar year or part of a calendar year. A schedule of fees shall be on file in the office of the Department of Engineering Services.
