(a) Except as provided in subsection (b) hereof, no permit shall be issued to any person to do or cause to be done any plumbing or drainage regulated by this Plumbing Code, except to a person holding a valid and unexpired plumbing contractor’s license issued by the Ohio Construction Industry Examination Board pursuant to Chapter 4740 of the Ohio Revised Code and is currently registered with the City as required by Section 1317.03 of the City Code.
(b) Any permit required by this Code may be issued to any person to do any work regulated by this Code in a one, two or three-family dwelling used exclusively for living purposes, including the usual accessory buildings and quarters in connection with such buildings, provided the person is the bona fide owner of such dwelling and that same will be occupied by said owner and that said owner shall personally purchase all material and perform all labor in connection therewith, and complying with the requirements of this Code.
