The notice and order provided for in 1345.02 shall be served upon the owner, and upon any mortgagee and other person having an interest in the building as shown by the county land records, by handing a copy thereof to the president or other chief executive officer thereof, or to the managing agent thereof. Provided, that if any owner, mortgagee, interested person, chief executive officer, or managing agent cannot be found, then service of the order shall be made by mailing a copy thereof by registered mail to either the address used for real property tax mailing purposes, or to the last known address of the party, and by posting a copy thereof in a conspicuous place in or upon the building or structure affected.
