939.47  EMERGENCY POWERS OF CITY MANAGER.
   The City Manager is empowered to promulgate emergency rules and regulations for the temporary curtailment of the use of water from the water system operated by the City during periods of prolonged drought or other emergency when, in the opinion of the City Manager, it is necessary to do so in order to maintain a sufficient supply of water, sufficient water pressure in the City's distribution system, or a sufficient reserve of water in the City's storage tanks.
