No person, firm, or corporation, for the purpose of making any private water service connection or connections, shall cut, break into, or otherwise tap the 20- or the 24-inch mains of the water system of the City at any point between the Big Island pumping station and the points where the respective force mains terminate at their junction with the waterworks distribution system of the City. However, this section shall not be construed to prohibit the duly authorized officials or employees of the City from entering the force mains for the purpose of extending the existing water distribution system of the City.
