All buildings within the City using City water, except buildings used for dwelling purposes only, shall have a complete map of City water piping layout, which map shall be filed with the City Manager. Any change in the City water piping layout in the buildings, other than buildings used for private dwelling purposes only, shall be submitted to the City Manager and to the City Engineer for their approval before any change is made, and the change shall not be made until approved by the officials.
