No official, officer or employee being in charge or being employed in the maintenance and operation of the water system in the City or any other person, firm or corporation shall establish or permit to be established any connection whereby a private, auxiliary or emergency water supply other than the regular public water supply of the City may enter the supply or distributing system, unless the private, auxiliary or emergency water supply, and the method of connection and use of the supply, has been approved by the State Environmental Protection Agency and the City.
