All water that passes through a meter shall be charged for whether used or wasted or lost by leakage, except that the City Manager may make such abatement as seems to him right and proper in case of a leak, when it does not appear that the owner or user could be reasonably expected to know of the leak, or to have had a fair chance to stop the same. The reduction shall not exceed 1/2 of the excess bill. (1980 Code 51.23)
