In addition to the provisions of Section 905.14, an association or organization may also be permitted to place and maintain decorative plantings and similar ornamentations on or in portions of the street right of way providing the association or organization has the written permission of the owner or lessee of the property for the planting or ornamentation and the written permission is submitted with the application for the permit. The permit fee in that case shall be one dollar ($1.00) for each parcel of abutting property to which the permit applies.
