A person may be permitted to place and maintain decorative plantings and similar ornamentations on or in portions of the street right of way in front of his property provided application is first made to the City Manager for permission. Permission shall be granted by the City Manager when the safety and convenience of the public is not and would not be infringed upon by the placing and maintenance of the plantings and ornamentations and when the placing and maintenance thereof is in accordance with uniform rules and regulations adopted by the City Manager and approved by the City Commission. The permit shall be for the calendar year, or the remaining portion thereof when the application is made, and the fee for the permit shall be one dollar ($1.00).
