(a) No person except a regularly authorized agent of the railways which maintain ticket offices within the City shall engage in the business of a scalper, vendor or broker of railway tickets, or solicit by signs or advertisements or in any manner, the purchase or sale of reduced rates or special excursion railway tickets.
(b) Whoever violates this section is guilty of a misdemeanor of the third degree.
