Any applicant shall have the right to appeal the Special Event Coordinator's denial of a permit or imposition of conditions to the City Council. The denied applicant must make any appeal within forty eight (48) hours after receipt of the denial from the Special Event Coordinator by filing a written notice of appeal with the Special Event Coordinator setting out the reasons therefor in writing. The City Council will hear the appeal at a regular or special meeting and reach a determination prior to the planned date and time of the special event. (Ord. 1358, 11-20-2018)
