The operator or registered owner of each motor vehicle found to be overparked in violation of this chapter and upon notice of violation as herein set forth shall pay a parking fee as set by resolution adopted by the City Council. Upon nonpayment of said parking fee, any registered owner or operator of a vehicle shall be liable and responsible for payment of all fees, costs and attorney fees incurred in the collection of such fees as a civil penalty for which the City shall be entitled to recover civil judgment from a court of competent jurisdiction. Upon entry of judgment, the City shall have each, every, and all rights of enforcement of that judgment as provided to any judgment holder by the provision of Idaho Code. (Ord. 969, 3-20-1995)
