The Chief of Police shall cause to be attached to such vehicle a notice stating that it has been parked in violation of this chapter and instructing the owner or operator to report to the City Treasurer or his duly authorized deputy and pay in full satisfaction of such violation a fee set by resolution adopted by the City Council.
