It shall be the duty of the Chief of Police, under the direction of the Governing Body, to keep account of all violations of this section. He shall cause to be kept an account of and report each vehicle occupying a parking location in the Downtown Limited Parking Zone that is or has been parked in violation of any of the provisions of this section, the date and hour of such violation, the make and the state license number of such vehicle and any other facts, a knowledge of which is necessary to a thorough understanding of the circumstances attending such violation.
