The administrative official shall require the filing of a scaled site plan, application and other pertinent information as may be necessary to assure compliance with the regulations of this title. The administrative official shall not issue a building permit unless the proposed use, building or structure and its location are in compliance with the provisions of this title. No permit issued hereunder may be assigned or transferred. A building permit shall expire in one year if actual construction has not commenced on the site or if within a two year period, substantial progress toward completion does not occur after construction begins.
