Subject to the build-out requirements of § 42.0521 of the San Bernardino County Code, and upon receipt of a request for basic service to any residence within the licensee’s service area, the licensee shall promptly furnish requested service to such residents; such service shall be provided to any residence passed by the licensee’s active distribution cable within not more than 20 days following licensee’s receipt of any request for service.
