Except as provided under Government Code § 53066.2, and subject to County approval, the licensee shall design and construct the cable system in a manner so as to provide the capability to pass every single-family dwelling unit, multiple-family dwelling, school, and public agency within the license area. Within one year after receiving the license, the licensee shall accomplish construction of an operable head-end and shall make cable service available to not less than one service area, and each year thereafter shall expand service coverage by no less than an additional service area per year so as to achieve 100 percent build-out of the license area within the five years following the grant of the license.
