No person shall do business as a vendor or an itinerant merchant as defined in § 113.02 of this chapter within the city without first obtaining a permit and paying a license fee for the permit from the Clerk. Excluded are vendors or itinerant merchants of farmers’ markets and sales representatives. The application for such permit shall be filed with the Clerk during normal business hours not less than 72 hours prior to the first day upon which sales are intended to occur. An application for such license shall be made to the Clerk in such form and manner as provided by the Clerk’s office. The application form shall be established by resolution and updated from time to time by resolution.
