The Animal Control Officer shall have the right to arrest and cause to be arrested any person, and to serve summons, warrants of arrest and notices to appear upon any person who violates any provisions of this subchapter or laws of the city relating to dogs or other animals; and the Animal Control Officer shall have all necessary police powers incident to such authority.
