§ 92.22 LEASH REQUIREMENTS.
   (A)   Leash required. It shall be unlawful for any dog to run loose off of the owner’s property or other private property where the dog is normally kept. When any dog is off of its owner’s property or other private property where the dog is kept, the dog shall be properly secured by a leash in the hands of a person able to control the dog. It shall be unlawful for any dog owner or party in control of any dog to allow the dog to run loose off of the owner’s property or to fail to have his or her dog properly secured by a leash when on public property.
   (B)   Failure to have leash. Any dog or cat not secured by a leash, or not securely confined upon privately owned property, or in a city-owned park area designated as allowing dogs to run free and so marked by signs installed by the city, may be taken and impounded by the Animal Control Officer.
