Electrical service, gas mains, and telephone service shall be provided within each subdivision. Whenever such facilities are reasonably accessible and available, they may be required to be installed within the area prior to the approval of the final plat. Telephone, electric power, and street lighting wires, conduits, or cables may be required to be constructed underground. All electric, gas, and telephone installations shall be subject to the approval of the Village Engineer.
