§ 91.02 CONTROL OF DOGS.
   (A)   In accordance with R.C. Chapter 955, it is unlawful:
      (1)   For the owner, custodian, or keeper to own, keep, harbor, or provide sustenance for more than one dangerous or vicious dog, as defined by R.C. § 955.11, or a dog commonly known as a pit bull or pit bull mixed breed dog, regardless of age, in the village, with the exception of puppies commonly known as pit bull or pit bull mixed breed for which the owner has filed an ownership acknowledgment form, in person, with the Dog Warden or County Auditor, prior to reaching seven days of age. The ownership of these puppies must be transferred according to R.C. § 955.11 before they are three months of age. Additionally, this division (A) requires that all owners, custodians, or keepers of dangerous or vicious dogs, as described in the Revised Code, or dogs commonly known as pit bull or pit bull mixed breed dogs, are to:
         (a)   Have the animal on his, her, or their property, securing the dog from public contact by keeping the dog in a confined kennel approved by the Village Police Department, that includes a secure roof and sides that shall be securely locked to prevent the entry of the general public and to preclude any release or escape of the dog;
         (b)   Warn the public about the presence of the vicious dog by posting visible legible, signage on and around the property reading either “Vicious Dog” or “Beware of Dog”; and
         (c)   When off the owners’ premises, to be kept on a six-foot tether of chain or cable and muzzled until the dog’s return to the premises of ownership.
      (2)   For the owner, custodian, or keeper to permit or suffer such animal to continuously or frequently bark, howl, or emit other audible sounds which create unreasonable, excessive, or offensive noise to the annoyance or discomfort of any person of ordinary sensibilities in the vicinity of such animal.
      (3)   For the owner, custodian, or keeper to allow a dog under his or her control to damage or destroy park or public property. The owner, custodian, or keeper shall be liable for the full value of the property damaged or destroyed in addition to any penalty imposed for a violation of this division (A).
   (B)   This section shall not apply to guide dogs under the control of a blind person.
