It shall be unlawful for any person to fire, discharge, or set off, within the limits of the village, any common piece of artillery, rocket, cracker, torpedo, squib, or other fireworks or thing containing any substance of an explosive nature; provided, however, that the President may by proclamation permit the use of the same on July 4 and on such other days as he or she in his or her discretion may deem proper.
