(A) It shall be unlawful to operate or conduct a skating rink in the village without first obtaining a license therefor.
(B) (1) The person desiring to operate or conduct a skating rink in the village shall first apply to the Clerk of the village for a license and shall pay the fee to the Clerk, who shall then issue to the applicant a license for not less than 12 months.
(2) The license fee shall be in an amount as set forth in § 35.02 per annum, payable in advance.
