It shall be unlawful for any person to wash or cause to be washed any pavement, sidewalk, or windows along the line of any sidewalk, with a hose or street washer, or by throwing or dashing water against or upon the same, between the hours of 9:00 a.m. and 5:00 p.m. All dirt, dust, and rubbish must be swept off all sidewalks by 10:00 a.m. of each and every business day.
