No person shall enter into or upon any ball park, swimming pool, race track, or any area or portion of any park set aside for amusement, concession, or program where the same is enclosed by a fence, rope, or signs, without first obtaining a permit from the authorized person in charge, or when an admittance fee is charged, first paying the admission fee.
