(A) No person shall throw, place, leave, or suffer to be thrown, placed, or left any garbage, ashes, household rubbish, miscellaneous rubbish, manure, or any refuse of any description whatever in or upon any street, alley, parkway, or other public place or upon any vacant or unimproved lot or parcel of land in the village.
(B) No persons other than village employees using village equipment may throw, place, leave, or suffer to be thrown, placed, or left any waste, refuse, garbage, ashes, household rubbish, miscellaneous rubbish, manure, vegetation, or any refuse of any description or kind within the boundaries of the village park.
