No person shall place or throw any stones, sticks, logs, stumps, manure, or other rubbish or material in or upon any street, avenue, alley, or public place within the village so as to obstruct travel or endanger life. No person shall climb on or cause the destruction of property; or throw or deposit manure, ashes, dirt, or rubbish of any kind in the gutters of the village.
