Any dog which may in any manner continually disturb the quiet of any persons or neighborhoods or shall destroy or in any manner injure any animal, plant, shrub, or other property not on the premises of its owner or keeper, or shall bite any person; is hereby declared to be a nuisance, and such dog shall be taken up and impounded and may be redeemed, or disposed of in the manner provided for under § 90.21
