The owner or keeper of a dog shall keep the dog under restraint at all times and shall not permit such dog to be at large off the premises of the property of the owner or keeper unless the dog is under complete control of a responsible person. Any person violating this subchapter by letting his or her dog run at large and not in control shall be guilty of a misdemeanor and will be responsible for any charges from the County Animal Control.
