§ 90.15 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   AT LARGE. When an animal is off the premises of its owner and not under the control of a responsible person.
   DOG. Includes all members of the canine family three months or more of age, and also pet foxes and wolves.
   OWNER. A person having a right of property in a dog, or who keeps or harbors a dog, or who has a dog in his or her care or who acts as its custodian, or who knowingly permits a dog to remain on or about any premises occupied by him or her. A person shall not have more than six dogs on his or her premises.
