§ 152.075 AGREEMENT BETWEEN PROPRIETOR AND CITY.
   The proprietor shall enter into an agreement with the city providing:
   (A)   All improvements to be installed by the proprietor shall be completed within a reasonable period of time as designated in said agreement; and
   (B)   The proprietor shall record with the Register of Deeds of the county, at the time of recording the plat and furnish proof of such recording to the city, a restrictive covenant to run with the land for a period of five years from and after the date of final approval of the plat. Said restrictive covenant shall provide that all owners of any of the land in the plat shall consent to the construction by the special assessment method of pavement with curb and gutter, combined or sanitary and storm sewer, driveway approaches, and sidewalks except as to any such improvement furnished by the owner of the plat.
