Improvements to be installed by the city shall be initiated by the proprietor, who shall file petitions with the City Clerk requesting the installation of any or all of the improvements required (sewers, water, sidewalks, driveway approaches, and pavement). The cost of such improvements or any part thereof shall be assessed against benefitted properties as determined by the City Council.
