(A) The owner, subdivider, proprietor, or his or her authorized representative, hereinafter used interchangeably, shall submit to the City Clerk an application in writing, on a form as may be drafted and provided by the Director of Community Development, together with eight copies of the preliminary plat for which approval is requested. The City Clerk shall forward the application and copies of the plat to the City Council. The City Council shall refer it to the City Planning Commission for review and recommendation.
(B) Whenever a preliminary plat application has been presented to the City Council, it shall be the duty of the Council to take action on said plat within 90 days after filing of the same by the proprietor with the Council.
