§ 151.141 PROCEEDINGS PENDING.
   All proceedings pending and all rights and liabilities existing, acquired or incurred under any ordinances hereby repealed at the time this subchapter takes effect, are hereby retained, and such proceedings may be consummated under and according to the ordinance in force at the time such proceedings are or were commenced. It is the intent that this subchapter shall not be construed to alter, affect, or abate any pending prosecution or prevent prosecution hereinafter instituted under such ordinances or any section thereof for offenses committed prior to the effective date of this subchapter, and all prosecutions instituted after the effective date of this subchapter for offenses committed prior to the effective date of this subchapter or for work conducted prior to the effective date hereof, may be continued or instituted under and in accordance with the provisions of the ordinance or sections thereof in force at the time of the commission of such offense.
