All previous ordinances or sections thereof pertaining to the abatement of dangerous buildings which may be in conflict with these provisions of this subchapter are hereby repealed except as hereinafter otherwise provided. Said repealed ordinances or sections thereof shall remain in full force and effect as to all actions commenced ongoing prior to the effective date of this subchapter.
