All such dangerous buildings or structures are hereby determined to be public nuisances and shall be abated by alteration, repair, or rehabilitation, or by demolition and removal in accordance with the procedures specified elsewhere in this subchapter. Further, no owner or agent thereof shall keep, maintain, or allow occupancy of any such dangerous building or structure.
