§ 150.20 SIGN CODE ADOPTED BY REFERENCE.
   (A)   A certain document on file in the office of the City Clerk (City Clerk’s File #313-C-7) being marked and designated as “Uniform Sign Code 1991 Edition” published by the International Conference of Building Officials (hereinafter referred to as the “Uniform Sign Code” or “this Code”), be and the same is hereby adopted as the sign code of the city and made part hereof as if fully set out in this section.
   (B)   Printed copies of the Uniform Sign Code shall be kept in the office of the City Clerk, available for inspection by and distribution to the public at all times.
   (C)   The Chief Inspector of the city or his or her regularly authorized representative, shall be the Building Official, under the Uniform Sign Code as defined in § 103, Chapter 1, “Title, Scope and Enforcement”, who is therein charged with its administration and enforcement.
   (D)   Ord. D-1209 and all other ordinances or parts of ordinances in conflict herewith are, to the extent of such conflict, hereby repealed.
   (E)   All proceedings pending and all rights and liabilities existing, acquired, and incurred under any ordinances hereby repealed at the time this section takes effect, are hereby retained, and such proceedings may be consummated under and according to the ordinance in force at the time such proceedings are or were commenced. It is the intent that this section shall not be construed to alter, affect, or abate any pending prosecution or prevent prosecution hereinafter instituted under such ordinances or any section thereof for offenses committed prior to the effective date of this section or for offenses committed thereafter in connection with permits issued prior to the effective date of this section, and all prosecutions instituted after the effective date of this section for offenses committed prior to the effective date of this section or for work conducted under permits issued prior to the effective date hereof, may be continued or instituted under and in accordance with the provisions of the ordinance or sections thereof in force at the time of the commission of such offense.
