(A) In the event that grantor shall grant to the grantee a nonexclusive, revocable franchise to construct, operate, maintain, and reconstruct a cable television system within the franchise area, the franchise shall constitute both a right and an obligation to provide the services of a cable television system as required by the provisions of this chapter and the franchise agreement.
(B) Any franchise granted under the terms and conditions contained herein shall be consistent with general law and/or statutory requirements, which are incorporated by this reference as if fully set forth herein. In the event of conflict between the terms and conditions of the franchise and the terms and conditions on which the grantor can grant a franchise, the general law and/or statutory requirements, shall, without exception, control.
